Horacio Payá was born in Buenos Aires in 1966 and admitted in 1989. He was educated at the Argentine Catholic University (graduated with honours) and Pace University, New York (LLM in Environmental Law). He was director of the postgraduate programme in environmental and energy law at Austral University (from 1995 to 2005), professor of environmental law for the Masters courses in administrative law, corporate law and judicial magistracy at Austral University and on the oil and gas specialisation programme at the University of Buenos Aires. He has been an exhibitor at various conventions and seminars and is the author of several publications. He is a member of the environmental law commission of IUCN, Bohn and director of the environmental law supplement of El Derecho Review. He speaks Spanish and English and his practice areas are environmental law, energy law and natural resources.
