Perla Koziner U was born in La Paz, Bolivia, in 1974. She was educated at the Bolivian Catholic University, La Paz (licentiate in Law, 1998), Oxford University and George Washington University, Oxford (International Human Rights and Rights of Minorities and Indigenous People summer course, 1996) and the Centre for Commercial Law Studies (CCLS) at Queen Mary and Westfield College, University of London (LLM in Intellectual Property and Information Technology Law, 1999). She has been general executive director of the Bolivian Patent and Trademark Office, coordinator and leader of the intellectual property chapter at the Bolivian government observation process for the US-Andean FTA, as well as a researcher and an invited lecturer in both community law and intellectual property law at the Bolivian Catholic University. She currently teaches Intellectual Property Law at the Andean University Simon Bolivar, De Aquino University and the Bolivian Private University. She is a member of the Bolivian Bar Association, the La Paz Bar Association (ICALP), the Bolivian Industrial Property Association (ABPI), the International Trademark Association (INTA) and the Interamerican Association of Industrial Property (ASIPI). Her practice areas are intellectual property and information technology law. She also handles commercial, corporate and business law matters. She speaks Spanish, English and German.
