Born in Panama, Republic of Panama, on 20 August 1963; admitted in 1986, Panama. Education: Santa Maria La Antigua University (Bachelor of Law and Political Sciences, 1986); Duke University, Durham, North Carolina (LLM, 1987). Member of the Presidential High Level Commission for the Modernisation of the Capital Markets, 1998; member of the commission in charge of drafting the Securities Law of Panama; member of the High Level Commission established by the National Securities Commission to address the issue of Corporate Governance, 2003; director, Superintendency of Banks; director and vice president of Central Latinoamericana de Valores, SA (Latin American Clearing and Settlement Inc); Alternate Director of Bolsa de Valores de Panama, SA (Panama Stock Exchange).
